Project Manager - Regulatory Change Delivery Lead - SWIFT
Role Summary
We are looking for an experienced Regulatory Change Delivery Lead to establish and drive a practical delivery model for regulatory change initiatives. The role requires someone who can translate regulatory and legal interpretation into structured delivery plans, mobilise impacted teams, and ensure regulatory obligations are effectively tracked through implementation.This is not a pure PMO role. The successful candidate will create delivery structure from ambiguity, define governance and controls, coordinate multiple stakeholders, and maintain alignment between regulatory requirements and business execution.
Key Responsibilities
- Develop and implement a practical regulatory change delivery framework covering scope, workstreams, governance, stage gates, roles, reporting, and delivery controls.
- Translate interpreted regulatory requirements into clear delivery scope, impacted areas, implementation actions, and delivery approaches.
- Mobilise regulatory change initiatives by establishing delivery plans, ownership, governance cadence, and ways of working.
- Coordinate delivery across Legal, Regulatory Affairs, Compliance, Risk, Technology, and First Line of Defence teams.
- Maintain regulatory traceability between obligations, requirements, actions, controls, and evidence.
- Manage delivery tracking including risks, issues, dependencies, decisions, actions, and milestones (RAID).
- Provide clear and concise reporting to senior stakeholders and governance forums.
Required Experience
- 6+ years' experience in regulatory change, compliance transformation, or cross-functional change delivery.
- Proven ability to translate regulatory or legal requirements into practical delivery plans and implementation activities.
- Experience coordinating complex cross-functional change initiatives across multiple business areas.
- Strong understanding of governance frameworks, RACI, RAID management, controls, evidence management, and assurance requirements.
- Experience within regulated financial services, payments, market infrastructure, or similar environments is preferred.

- Strong stakeholder management skills with the ability to influence without direct authority.
- Excellent communication and senior stakeholder reporting skills.
- Comfortable working across Compliance, Legal, Risk, Technology, and business functions.
