Our client is an established international banking institution operating in Luxembourg, a key European financial hub. The organisation combines a strong regulatory and risk management culture with an ambitious technology and digital transformation agenda. They are looking for a Head of IT based in Luxembourg. 

The organisation fosters collaboration between Technology, Risk, Compliance, Operations, Internal Audit, and Business teams, creating an environment where technology is viewed as a strategic enabler of growth, resilience, and operational excellence. The successful candidate will join a leadership team committed to strengthening governance, enhancing resilience frameworks, and supporting the bank's long-term transformation objectives.

As Head of IT, you will be responsible for defining and strengthening the local technology governance framework while ensuring alignment with business strategy, risk appetite, and Group Technology standards.

Key responsibilities include:

• Leading the local technology governance agenda and establishing effective governance committees, KPIs, KRIs, and reporting structures.
• Acting as the primary point of contact for technology-related matters involving the CSSF and coordinating regulatory responses, inspections, reviews, and remediation activities.
• Owning the local ICT risk management framework, including risk identification, assessment, reporting, mitigation planning, and ongoing monitoring.
• Providing clear and actionable technology risk reporting to senior management and governance bodies.
• Driving the implementation and continuous enhancement of DORA requirements and digital operational resilience capabilities.
• Overseeing ICT incident management processes, resilience testing, business continuity planning, and disaster recovery exercises.
• Managing third-party technology risks, including outsourced services, cloud environments, contractual obligations, information registers, and exit strategies.
• Monitoring technology service delivery, performance, capacity, control effectiveness, vulnerabilities, and resilience metrics.
• Coordinating internal and external audits while ensuring timely implementation of corrective actions.
• Collaborating closely with Business, Operations, Risk, Compliance, Internal Audit, and Group Technology stakeholders.
• Leading and developing the local technology team while promoting a strong governance, risk, and control culture.
• Supporting strategic technology initiatives, transformation programmes, and regulatory projects across the organisation.

Jouw profiel

The ideal candidate is an experienced technology leader with a strong background in technology governance, ICT risk management, and regulatory compliance within the financial services sector.

Key requirements include:

• Minimum 5 years of relevant experience in technology leadership, governance, risk, or control-related functions.
• Proven experience within banking, financial services, or another highly regulated environment.
• Strong understanding of the Luxembourg regulatory landscape, particularly CSSF technology-related requirements.
• Demonstrated exposure to regulatory reviews, audits, supervisory inspections, and remediation programmes.
• Experience overseeing outsourced ICT services, cloud environments, and third-party technology providers.
• Strong knowledge of ICT risk management frameworks, operational resilience, cybersecurity governance, and DORA requirements.
• Ability to communicate complex technology and risk concepts to executive stakeholders in a concise and business-oriented manner.
• Experience working within matrix organisations and managing relationships across multiple stakeholder groups.
• University degree in Information Technology, Engineering, Computer Science, Risk Management, or a related discipline.
• Professional certifications such as CRISC, CISA, CGEIT, CISSP, ITIL, or ISO 27001 are considered a strong advantage.
• Fluent English & Spanish are mandatory, while French would be considered an asset.
